Description	This dataset contains data compiled and processed for the assessment of Sustainable Development Goals 4 (Quality Education) and 8 (Decent Work and Economic Growth) in European NUTS-I regions from 2014 to 2019. The dataset also includes contextual variables related to unemployment and citizenship, used to group regions according to socioeconomic characteristics. The contextual variables and SDG 4 data were compiled from publicly available Eurostat sources and were shared within the research collaboration involving Flávia Barbosa. The SDG 8 data were obtained from publicly available Eurostat and European Commission Annual Regional Database (ARDECO) sources. These data are public, and they codes are available in data source field and link with .zip and .xlsx files are in google drive link.

Social Science and Humanities Metadata

Unit of Analysis	European NUTS level 1 (NUTS 1) regions, observed annually from 2014 to 2019.
Universe	European NUTS 1 regions included in the study according to data completeness criteria. The SDG 4 application comprises 86 regions with complete observations for the two contextual variables and the five SDG 4 indicators throughout 2014–2019. The SDG 8 application comprises 59 of these 86 regions with complete observations for the four selected SDG 8 indicators.
Time Method	Longitudinal analysis based on annual repeated observations from 2014 to 2019.
Frequency	Annual
Sampling Procedure	Eligibility-based selection according to geographic level, temporal coverage and data completeness. The study considered exclusively NUTS 1 regions. For SDG 4, regions were retained when complete observations were available for the five performance indicators and the two contextual variables throughout 2014–2019, resulting in 86 regions. For SDG 8, 59 of these regions had complete data for all four selected indicators and were retained for the corresponding application.
Collection Mode	Secondary data compilation from publicly available regional statistical databases, primarily Eurostat and the European Commission's Annual Regional Database (ARDECO).
Characteristics of Data Collection Situation	No primary data collection was conducted. The research is based on secondary data analysis. The starting dataset used for the contextual variables and the SDG 4 application was built from the dataset employed by Durães et al. (2026), originating from Eurostat. For the SDG 8 application, the dataset was complemented with regional series obtained from Eurostat and the European Commission's Annual Regional Database (ARDECO).
Control Operations	Data completeness, consistency of regional identifiers, temporal coverage and compatibility with the NUTS 1 territorial level were checked before analysis.
Cleaning Operations	Data preparation included completeness checks, harmonization of regional identifiers and measurement scales, conversion of the citizenship variable to percentage scale, directional transformations of undesirable indicators, and positivity adjustments when required for the BoD model. For SDG 8, annual real GDP per capita growth was calculated from the ARDECO SOVGDP series. Contextual variables used for clustering were standardized using z-scores.
Other Forms of Data Appraisal	Descriptive statistics were examined for all variables. The stability of the contextual clustering was evaluated across alternative temporal windows, and sensitivity analysis was conducted for the positive translation margin used in the SDG 8 BoD application.
